Position Summary

North Central College invites applications for the position of Registrar, which is available as early as July 2017, but negotiable. North Central College is in the midst of a number of exciting changes, including a transition from a 3-term calendar to a semester calendar and a conversion of the curriculum from 3-credit hour courses to 4-credit hours in 2019. We are looking for an experienced, imaginative leader, who is also a strategic thinker at this critical juncture in the college’s history.

The Registrar reports to the Associate Provost and Dean of Academic Services, leads a 7-person team and sits on numerous College committees. The successful candidate will bring to the position strategic leadership and mentoring skills, an ability to address complex problems and to promote data-informed strategic planning and decision-making, an ability to effectively employ technology to serve strategic goals, a collaborative style in working with faculty, administrators, and staff, and a demonstrated commitment to student-oriented services.

Description of Key Responsibilities

1. Be responsible for the reliability, security and maintenance of academic records for current and former students as well as graduates.
2. Oversee the auditing of student requirements for graduation.
3. Oversee the registration of students for all academic terms.
4. Help students with problems related to academic requirements; find appropriate solutions and/or sources of assistance.
5. Handle statistical reporting related to registration, enrollment and student records for administration and outside agencies.
6. Collect and post grades to academic records and reports.
7. Be responsible for the production of the College catalog.
8. Oversee all prior learning assessment, including transfer credit and credit by examination.
9. Determine athletic eligibility
10. Supervise activities related to advising incoming transfer students.
11. Ensure the College’s compliance with Family Educational Rights and Privacy Act (FERPA) regulations.
12. Engage in short- and long-term planning and implementation of appropriate technological advances.
13. Supervise the Registrar’s Office staff and student employees.
14. Be responsible for veteran’s benefit eligibility determination.
15. Support the Associate Provost and Dean of Academic Services s in the scheduling of all classes.
16. Participate in faculty meetings, governance, and ad hoc committees as assigned.
17. Oversee the budget for the Registrar’s Office.
18. Work with the Associate Dean for Student Success to coordinate the College’s articulation efforts with area community colleges.
19. Other related duties as appropriately assigned.

Required Knowledge, Skills and Abilities

1. Knowledge and understanding of all files used by the Office of the Registrar. Ability to establish and maintain files. Ability to manipulate information in the database by such activities as writing queries and analyzing data. Expertise in contemporary software used to support Registrar functions. North Central College uses Ellucian’s Colleague as its student information system.
2. Knowledge and understanding of College operation and rules and regulations, particularly those that apply to registration, drop/add, grading, and graduation requirements, and to apply this knowledge in a problem-solving manner.
3. Understanding of the College culture and ability to work with college/school deans, department chairs, interdisciplinary program coordinators, and faculty in general in providing assistance to the Associate Provost and Dean of Academic Services.
4. Ability to deal concurrently with several tasks and problems, in some cases complex. This requires a person who is well organized, detail oriented, flexible and able to effectively prioritize tasks, often under the pressure of important deadlines.
5. Ability to exercise strategic leadership in administering the Office of the Registrar, including the ability to select, train, monitor, assess and set goals for office staff and student workers.
6. Ability to consistently demonstrate excellent interpersonal skills in dealing with persons both internal and external to the College. In particular, the ability to work effectively as a member of a small staff that relies heavily upon teamwork, cooperation, and shared responsibilities.
7. Ability to communicate in the English language, both orally and in writing, in a manner consistent with professional standards.
8. Ability to apply mathematical skills necessary for compiling, summarizing and analyzing data and performing consistently accurate computations.
9. Ability to apply College regulations consistently and to articulate their application to students in an appropriate fashion.
10. Ability and inclination to exercise discretion with regard to personnel and confidential information.

Distinguishing Characteristics

The Registrar’s Office is an integral and important component of the College’s operation. The accuracy of College records is essential for all students, faculty and staff. This individual must be able to consistently apply College policy with regard to academic rules and regulations and to convey decisions to students and advisors in a manner which is informative and professional, yet also congenial. This individual is responsible for maintaining the academic integrity and privacy of all student records. The ability to effectively utilize technology to manage records, registration, and reporting needs is also essential.

The individual in this position has direct or indirect impact on every student at the College and must recognize the consequences of every interaction with students and student files. Retention of students and continued relations with alumni may depend in part upon the manner in which the Registrar and the associated staff perform their duties.

The Registrar position carries faculty status.

The duties of this position at times require evening and weekend work.

Education/Training

A bachelor’s degree (master’s preferred) in a relevant field is required.

Experience

A minimum of 5 years of progressive experience in a Registrar’s office is required. Expertise in online information systems and integrated database software is required; familiarity with Ellucian Colleague is a plus.
